North Phoenix is about to get a lot more fashionable with the opening of Billie and Lulu’s, a plus-size clothing store set to open mid-October. Owned by longtime friends and business partners Natasha Beal and Heidi Koffman, Billie and Lulu’s will be the first store in the area fully dedicated to providing stylish and affordable clothing for women sizes large to 4X+.

The idea for Billie and Lulu’s was born from the success of a special section at their first store, Discover Mercantile, a popular thrift collective known for its eclectic mix of clothing and accessories, home decor and one-of-a-kind Arizona made items. Heidi, being plus-size herself, found that thrifting was often a frustrating experience due to the limited selection.

“I’ve always struggled with finding pieces that fit and made me feel good,” says Heidi. “Most plus-size sections are small and often lacking in style. I wanted to create a space where plus-size women could finally feel included and find fashionable pieces that make them feel confident.”

After creating a dedicated plus-size room at Discover Mercantile, the response from the community was overwhelming. Women expressed excitement, many saying they felt “seen” for the first time. When a retail space became available in a shopping center that they both love, it was a moment of pure serendipity. The duo knew it was time to expand their vision – and Billie and Lulu’s was born.
Billie and Lulu’s will offer a wide range of styles, from vintage to modern. Shoppers can expect to find pieces that have been specially curated secondhand, are new with tags, and even custom handmade. “We focus on quality and affordability,” says Natasha. “We want every woman, no matter her size, to feel confident and stylish while knowing she got a great deal.”

Billie and Lulu’s will also be home to Discover Mercantile Too, a large room of local vendors carrying everything from vintage clothing and antiques to handmade candles and soaps.

More than just a clothing store, Billie and Lulu’s aims to build a community of women who want to wear fashionable plus-size clothing that is often lacking in traditional retail.

“We are passionate about helping women feel included and empowered,” adds Heidi. “It’s not just about selling clothes; it’s about creating a space where women can connect, share experiences, and feel supported.”
